King County (Seattle) Equity and Social Justice Initiative Assessment and Strategic - Common Health Action

CommonHealth ACTION was awarded a contract to serve as lead consultant for King County strategic planning efforts, which included:

1.    Identifying specific goals of the King initiative (e.g., what specific social determinants of equity will be addressed), and
2.    Facilitating the development of specific action steps within the following five planning domains: policy development, service delivery enhancement, community mobilization, performance management, and leadership.

The project involved three (3) major stages:

1.    Part I: Gathering information through key informant interviews (with both executive and management 1. leadership), and assessing internal factors such as department work, budget environment, organizational structure, and external factors such as economy, opportunities and barriers for King County, and community resonance (strengths, weaknesses, opportunities and threats).

2.    Part II: Facilitating the process to assist King County with making high-level decisions that included:

a.    Creating 3- to 5-year goals for the initiative, including department and cross-departmental goals for policy decision making and delivery of county services.
b.    The selection of one to three social determinants of equity for which the county is appropriately poised to prioritize and intervene in the next one to three years.
c.    The determination of a place-based strategy.
d.    Developing an approach that considers community engagement, county department roles, and d. funding strategies.

3.    Part III: Developing an action plan framework based on the priorities and place-based strategy organized across the three components of the initiative and the five domains outlined in the CHA proposal.
