Leigh Hopkins, AICP

Leigh is a Project Manager with Georgia Tech’s Enterprise Innovation Institute (EI²) where she brings practical planning experience and a focus on sustainable growth to the communities she assists.  Leigh works with her team to help create competitive and quality climates for Georgia communities and businesses to grow and thrive. Recently, Leigh extended her knowledge-base to the energy sector, and served as a contributor on a research paper entitled, “Energy and Economic Development in the Southeast: Understanding the Impact of State and Federal Energy Policies on Traditional Economic Development Models.”

Over the past three years Leigh has worked on a number of economic development planning projects for communities throughout Georgia.  This includes participating on the EI2 planning team in Paulding County, and leading a community visioning process in Jasper County.  In addition, Leigh co-led the Regional Data Mapping Pilot Project, supporting a consortium of foundations in their efforts to better understand the human service needs of metro Atlanta communities.   Leigh’s interests also include using GIS to study the impact of zoning regulations and urban design on community growth, sustainability, and economic redevelopment.

Training and Course Work: Leigh is an active member of the American Planning Association, Georgia Planning Association,  and  Young  Planners  Group,  and earned  her  American  Institute  of Certified Planners (AICP) certification in 2010.

Leigh participates in regular professional development courses through membership with the International Economic Development Council (IEDC) in pursuit of a Certified Economic Developer certification.   Courses have included the Basic Economic Development Course, Marketing and Attraction, Real Estate Development and Reuse, and Entrepreneurial and Small Business Development.

Prior Economic Development Experience: Prior to joining EI2, Leigh worked in private consulting in environmental and planning- related services, and in the public sector as a senior urban planner for the city of Atlanta with a focus on zoning compliance issues.

Role and Responsibilities: Leigh will bring her knowledge of real estate markets and substantial experience in local government policy and zoning ordinances to the Economic Analysis and Target Cluster Analysis and Marketing Review components, and related economic development strategy recommendation development.

Leigh holds a bachelor’s degree in forest resources from the University of Georgia, and a master’s degree from Georgia Tech in city and regional planning.
