Sherry P. Carter, AICP, ICACP

Sherry Plaster Carter, AICP, ICACP is a partner, urban planner, and certified advanced Crime Prevention Though Environmental Design (CPTED) specialist with Carter & Carter Associates. 

She participates in research projects, develops and presents Community and School/Youth CPTED curriculums; conducts assessments; and provides other CPTED consulting services such as the design and facilitation of collaborative teams and/or public participation processes; incorporation of CPTED into processes, plans and policies; and expert testimony. 

Sherry is the former Chief Planner for the City of Sarasota where she facilitated community planning efforts; managed the long range planning division; initiated and co-chaired the City’s Administrative CPTED task team; assisted with redevelopment of the downtown and nearby areas; and developed the “North Trail” District, one of the Nation’s first to fully incorporate CPTED standards.  She received the 1996 “Award of Excellence” form McGraw-Hill Engineering News Record for promoting public safety through planning and design processes. 

Since leaving the City she has worked with a number of communities, organizations and schools to assist with the implementation of CPTED into local government and school district processes and promote and develop safer public environments. She is a founding member and Past Chair of the International CPTED Association and recent member of the Health and Safety Technical Advisory Committee for the ICLEA STAR Community Index effort. She is a court certified expert witness (XR - Stanley L. Carter).
