Mr. Dillard has been practicing law in the areas of zoning, planning and land use, local government law, annexation, land use litigation and eminent domain for forty years.  As a result, Dillard & Galloway, LLC is a leading local government and land use law firm in Georgia and is responsible for many of metropolitan Atlanta's most recognizable real estate developments.  Mr. Dillard is experienced in a wide array of land use issues including complex zoning changes, special use permit applications, site plan reviews, subdivisions, easements, covenants, eminent domain actions, litigation and appeals.

The firm offers a broad range of commercial real estate transactional expertise, including acquisitions, sales, and financing. Mr. Dillard and members of the firm have also been selected by local government officials, civil associations and business organizations to participate in the drafting of ordinances, statutes and local legislation as it affects land use.

Mr. Dillard has been a guest lecturer in his practice areas at the Georgia Institute of Technology, Emory University, Florida State University, the University of Georgia, and the Walter F. George School of Law at Mercer University.  He has also been an instructor for the American Bar Association, the Georgia Bar Association, the National Business Institute, the Georgia Real Estate Institute, Lorman Education Services, and Law Seminars International.  He was a member of the Georgia Department of Community Affairs Planning and Growth Management Task Force created by Governor Zell Miller. 

He has served on the DeKalb County Chamber of Commerce Board of Directors, and the Board of the Atlanta Metropolitan Chamber of Commerce.  Mr. Dillard has served as Chairperson of Leadership DeKalb, Chairman of the DeKalb County Democratic Party, and as Chairman of the Board of Visitors for the Walter F. George School of Law, Mercer University, Macon, Georgia.

Mr. Dillard has worked with many organizations to promote land development approval processes and regulations that support green building, affordable housing, and smart growth principles.  He has served on the Mixed Income Communities Initiative for the Atlanta Neighborhood Development Partnership to promote, create and preserve mixed income communities in the greater Atlanta Region. 

He is a member of the Georgia Regional Transportation Authority DRI Technical Advisory Group, the Atlanta Regional Commission Land Use Coordinating Committee, Co-Chairman of the Metro Atlanta Chamber of Commerce Quality Growth Legal and Technical Committee, the Executive Committee and Board of Directors of the Council for Quality Growth, the Georgia Quality Growth Partnership, the Urban Land Institute, and is listed in the Best Lawyers of America. Mr. Dillard holds his JD from Mercer University, Walter F. George School of Law, Macon, Georgia and his B.A. from Furman University, Greenville, South Carolina.
