Tom Rodgers, Ph.D.

Before retiring Dr. Rodgers was Associate Dean for Outreach and Extension for the College of Family and Consumer Sciences.  He also served as Associate Vice President of Public Service and Outreach for the University of Georgia for seven years.  Prior to this appointment, Dr. Rodgers served for almost 25 years in various administrative roles with the Georgia Cooperative Extension Service, including State 4-H Leader and Head of County Operations. 

Dr. Rodgers holds a Doctorate of Education from North Carolina State University and a Master of Science in Agricultural Economics from the University of Georgia.  He has served on the Board of Directors of Athens Habitat for Humanity for the past nine years and currently serves as chair of the One Athens Housing Committee, of the Athens poverty initiative.   

One of Dr. Rodgers’ recent accomplishments was a workforce housing study (the first of its kind ever conducted in Georgia) which was conducted by the College’s Housing and Demographic Research Center and funded by the Georgia Department of Community Affairs.  This study provided a comprehensive analysis of the effects of demographic and economic trends on Georgia’s housing.  The conclusions have policy implications for the state and offer several solutions to housing problems identified throughout rural Georgia.

In his capacity as Associate Director of the HDRC, Dr. Rodgers has been involved with several recent housing studies.  One such study was conducted in Moultrie, Georgia surveying over 1,000 workers in a poultry plant, the school system, hospital and city/county government.  The survey results provide an analysis of housing demand that can be used be local housing developers.

He conducted a study in the Augusta and the Central Savannah River area to determine the impact of manufactured homes as an affordable housing option.  Through this research the HDRC plans to develop a set of best practices to improve acceptability to the community and make manufactured homes an appreciating asset for the home owner.
