John F. Cybulski

John is a Certified Quality Engineer who has been working in the environmental sustainability space since the early 1990s. John’s background in management from both the University of Maryland and the Harvard business school has provided him and those who work for him extensive understating and project management support in the areas of sustainable community development, resilience, and social responsibility at the governmental, corporate and not-for-profit level. His extensive history lead him to create the primary framework for actions and tools called Resilient Communities that unites resources with vision to build resilience.

The framework is specifically scaled to communities of 100,000 people.  Resilience assessments address the entire spectrum of resilience issues and unify communities around common goals.  Risk indices align needs with the community's priorities by combining cost estimates with assessment resilience ratings and variables from various risk models to enable the community to see how the projects stack up against their priorities.  Access to funds ensures improvement by bringing the necessary financial leverage to start improvement projects quickly. Our approach attracts investment and brings new capability and expertise to community.

John is also the US Program Manager, for responsible for deploying and demonstrating the world’s first opensource, integrated human-ecology-economics systems platform that enables resilient disaster risk sensitive planning, policy-making, investment and procurement for US cities and regions. is designed as a computer-based platform that provides an integrated systems view of a city-region.
