Javier Garcia

Javier Garcia is a professional in the field of affordable housing development. Javier works with the non-profit, affordable housing developer Community Ventures.  His diverse professional and educational experiences have provided him with a unique skill set which informs his current work. His goal is to develop high-quality affordable housing for underserved communities. He believes that affordable housing has the ability to stabilize neighborhoods and revitalize communities.

Javier works to develop affordable homeownership, as well as single- and multi-family rental housing. In 2012, Javier assisted in the construction completion and sales/marketing of a 19-unit homeownership development which was funded through the Neighborhood Stabilization Program (NSP). Closing this development required a high level of organization to coordinate the various entities, which included: general & sub-contractors, various municipal offices, potential buyers, lenders, and housing counselors. Currently, Javier and Community Ventures are focused on developing highly energy efficient housing, utilizing building techniques such as Passive House, which will be funded through the LIHTC program.

Prior to his work is housing development, Javier worked as a fundraiser for the East Falls Development Corporation. His work in housing and community development is grounded in his ability as a researcher. Javier worked as a research fellow for the Office of the President of Philadelphia City Council, as well as for Dr. Amy Hillier of the Design School at the University of Pennsylvania. He also spent four-years working as an admissions officer for Haverford College, a highly-selective liberal arts college located in the Philadelphia suburbs.

Javier holds a B.A. in the Growth & Structure of Cities from Haverford College and an M.A. in History (20th Century American Urban History) from Temple University.
